Dear Friends,
I'm sending this update from the floor of the Minnesota House of Representatives as we debate the omnibus Tax Bill. Among the many provisions in the bill is a groundbreaking proposal to provide permanent property tax relief for Minnesotans who need it most.
The bill creates a more fair and efficient Homestead Credit State Refund based on individual income as it relates to their property value. The property tax reform bill would provide refunds to homeowners who pay property taxes in excess of 2%, and target those who have been hardest hit by escalating property taxes, including seniors, young families and people facing temporary loss of income in the economic downturn.
The most recent tax incidence study shows Minnesota's low- and middle-income earners pay a significantly higher portion of their income in state and local taxes than Minnesota's highest earners. Under this plan, if your income is low and your property taxes are high by comparison, you will see relief. It's a great step to move Minnesota toward greater tax fairness for everyone.
