REP. KIM NORTON RECEIVES LEGISLATIVE LEADERSHIP SCHOLARSHIP


ST. PAUL, MN - In her second term serving Rochester in the Minnesota House of Representatives, State Representative Kim Norton has received a BILLD scholarship from the Council of State Governments. Recognized as an effective lawmaker with potential to become a particularly skilled and influential leader in the legislative process, Rep. Norton has been granted the scholarship to expand on her knowledge of the legislative process and what makes sound, effective public policy.

“This is not only a valuable opportunity for me as a legislator, but also an important contribution to the further progress and prosperity of our community," said Rep. Norton. “The more effective I can be in St. Paul, the better the benefit will be for Rochester. I am honored and excited about this new experience and committed to using every learning opportunity available to further improve my service to our community and the State of Minnesota.”

The Bowhay Institute for Legislative Leadership Development (BILLD) is the only leadership training program designed exclusively for Midwestern legislators. The purpose of BILLD is to help newer legislators develop the skills necessary to become effective leaders, informed decision-makers, and astute policy analysts. The program offers a unique opportunity for lawmakers like Norton to improve their leadership skills and explore the issues of the day with nationally renowned scholars, professional development experts, and legislative leaders and colleagues from across the region.

“Having the opportunity to discuss relevant policy issues with lawmakers from other states is always a valuable experience,” Rep. Norton said. “Sharing ideas, stories, and strategies helps us all become better public servants in the legislative process. Meeting in open communication, with open minds, is one of the best things policymakers can do to ensure sound, innovative policy outcomes.”

In addition to leadership training, such as conflict resolution and negotiation, BILLD provides policy seminars on issues such as education, energy and environment, corrections, land use, and economic development, as well as professional seminars on media relations and priority management.

Each year, 36 lawmakers from the 11 member states of the Midwestern Legislative Conference and its affiliate member, the provinces of Manitoba, Ontario and Saskatchewan, are awarded fellowships on a competitive, nonpartisan basis by a Steering Committee of their peers. Rep. Norton received the BILLD award today at a CSG event in Madison, Wisconsin.
