House DFLers today released a report by the non-partisan Fiscal Analysis Department that projects a record property tax increases for 2008. Representative David Bly (DFL-Northfield) noted that Rice County homeowners could see as much as a 12% property tax increase in 2008, compared to average increase of 8.9% statewide. Bly said the report shows property tax reform needs to be a priority this session.
"This report shows that the budget is being balanced on the back of property owners. We need tax fairness," Bly said.
Bly also said that property tax increases are especially harmful to the middle class.
"Property taxes are especially hard on seniors, young families just starting out, farmers and small businesses," he said. "It's clear we need to change the way we approach the budget."
Bly said that a number of property tax reform ideas are under consideration, including a handful suggested by citizens on the State Property Tax Comment Line. Permanent reform, according to Bly, is linked to state funding of education and transportation.
"When we shortchange programs like education at the state level, local governments have to pick up the tab," he said. "that is what has led to these huge increases. We've been asking property taxpayers to carry too much of the burden for too long."
