BLY PROPOSAL TO INCREASE FUNDING FOR ECFE MOVES FORWARD


The House Early Childhood Learning Finance Division released its early childhood education bill today with a proposal by Rep. David Bly (DFL-Northfield) to increase funding to Early Childhood Family Education (ECFE) as the centerpiece. Bly, who has quickly become a point person for early education at the Capitol, said he was thrilled that his proposal was included.
"Study after study shows that investing in early education pays huge dividends down the road," Bly said. "This is a smart investment for the people of Minnesota."
Bly's proposal would increase funding to ECFE by $14 million, restoring funding to pre-2003 levels. ECFE provides a variety of educational experiences for children and parents designed to prepare children for school. According to some studies, more than half of the children entering kindergarten lack basic skills necessary to succeed in school. Children with quality early learning experiences are 40 percent less likely to need special education or to be held back a grade. An often cited study by the Federal Reserve Bank in Minneapolis estimates that every $1 invested in early education creates a return of between $7-17.
"The secret to Minnesota's success has always been our strong commitment to providing every child with a quality education," Bly said. "After years of cuts to our education programs, it is very exciting to be returning to the model that has made Minnesota such a great place to raise a family."
Bly, a freshman, was named Vice Chair of the Early Childhood Learning Finance Division at the beginning of the 2007 session.
