BRYNAERT BILL FOR FastTRAC ADULT CAREER PATHWAY PROGRAM HEARD IN THE HOUSE JOBS AND ECONOMIC DEVELOPMENT COMMITTEE


(ST. PAUL–MN) State Representative Kathy Brynaert’s legislation to fund statewide access in the FastTRAC adult career pathway program was given a hearing today in the House Jobs and Economic Development Committee. FastTRAC is an initiative to prepare and increase the number of adults with postsecondary credentials in high-demand occupations and is one of the proposals in Governor Dayton’s jobs creation package.

Rep. Brynaert’s bill (House File 2181) provides a sustainable funding mechanism so that this incredibly successful model for skill building in high-demand employment fields like health care and advanced manufacturing is available throughout the state. It utilizes broad partnerships between the MnSCU institutions, Adult Basic Education, workforce development and local businesses to ensure education and training programs appropriately match workforce demands. The Department of Employment and Economic Development oversees the program and works with the state, local, and employer partners. Career development training and collaborative support services allow FastTRAC participants to move into stable employment with a livable wage.

Testifying on behalf of House File 2181 was Department of Employment and Economic Development Commissioner Mark Phillips and Ms. Karen Wolters, Transitions Coordinator for the Mankato Adult Basic Education Program. “Getting people back to work is much easier said than done. I have seen how FastTRAC gives them capacity to get back ASAP," said Wolters, who has both expertise and experience with this program.

“Minnesota is well-known for our highly-skilled workforce but right now our employers have tens of thousands of unfilled jobs because they can’t find skilled workers. FastTRAC will help close that skills gap,” stated Rep. Brynaert. “Data shows there is a current FastTRAC participant success rate of 88%.”
