ST. PAUL – That thump you hear your mailbox in the next few days may be your Truth in Taxation notices, indicating what you may likely be asked to pay in property taxes for 2006. State Rep. Joyce Peppin (R-Rogers) is urging residents to take the time to attend Truth in Taxation hearings in Hennepin County communities in the coming weeks.
“These meetings are a great opportunity for residents to get clear answers about their property taxes for the coming year,” Peppin said.
Hennepin County’s own Truth in Taxation hearing will be held on Thursday, December 1, at 5:30 p.m. in the Board Room on the 24th floor of the Government Center in Minneapolis. Check with your city council for times and locations of local tax hearings.
Peppin said that the individual tax projections in the tax notices are based on preliminary levies set by cities, counties and school districts in September, but do not include any school levy increases passed by voters in November. This week, the Revenue Department projected that property taxes statewide could rise an average of 10.2 percent in 2006.
“The projected property tax increase statewide is not set in stone,” Peppin said. “That is the maximum increase if proposed local property tax plans are adopted. Taxpayers should ask local officials to explain any proposed increases. Remember, local officials can reduce the overall property tax amounts, but cannot increase them.”
Peppin said that during the past two budget cycles, legislators and the Governor have slowed the growth in state government spending. She said attempts were made to bring more accountability to the property tax system. The Governor proposed and the House passed “taxpayer protection postcards” to adjoin Truth in Taxation statements which would have given citizens an easy way to register their satisfaction or dissatisfaction with proposed increases. The Governor and Republican legislators also proposed a property tax freeze and/or property tax levy limits. Both reforms were opposed by DFLers.
“Truth in Taxation hearings are an excellent opportunty for residents to ask city and county officials why their rates are going up, and how they are going to spend that money,” Peppin said. “It’s imporant that residents find out why their taxes are going up. These hearings are the first opportunity for taxpayers to voice their concerns.”
