ST. PAUL – With students and teachers heading back to the classroom, State Representative Joyce Peppin (R-Rogers) wanted to highlight the benefits of the Omnibus K-12 Education Finance package that was approved during the 2005 legislative session.
“Increasing funding for local classrooms was one of my top priorities this year,” Peppin said. “Schools in the northwest suburbs are among the fastest growing in the state and the need for additional funding is great. Our teachers and staff do an excellent job and I’m pleased to report House Republicans worked to pass a combined 8% raise in the per pupil formula over the next two years, and $800 million in new funding.”
In addition to the increased funding, the education bill also contained significant reform in the way teachers are compensated. The Quality Compensation, or “Q-Comp” proposal, adds a financial incentive to teaching and bases it partly on student performance. QComp is optional, but schools that do choose to participate will receive funding bonuses.
“I strongly encourage the teachers and school boards in our area to adopt Q-Comp,” Peppin stated. “Not only will teachers benefit by receiving additional pay and professional development, but schools will receive an additional $260 per pupil and working families can be assured the tax dollars they entrust to local school boards are being spent in a cost-effective way,” Peppin said.

“This overall K-12 package is one of the largest funding increases in state history,” Peppin said. “These additional funds, combined with Q-Comp and other meaningful education reforms are a good step forward for schools and students throughout Minnesota.”
