CBS Highlights Peppin Effort to Reduce Shaken-Baby Syndrome


ST. PAUL -- Crews from the CBS morning program the Early Show came to the Capitol last week to discuss legislation authored by State Representative Joyce Peppin, R-Rogers, regarding the prevention of shaken-baby syndrome. The Peppin legislation will be featured as part of a segment on shaken-baby syndrome, which is set to air on February 23.

The measure, House File 829, would direct hospitals to broadcast or make available a video to parents of newborns about the dangers associated with shaking infants and young children. Additionally, the bill would require the Department of Health to make the video available to primary care physicians and daycare providers to educate them about the dangers of shaking children, as well as to offer encouragement to parents about how to manage anger and frustration when children cry.

"Some caregivers do not comprehend that serious injury can result from vigorously shaking an infant for a short period of time," said Peppin. "In fact, one-third of children who are victims of shaken-baby syndrome die. Many others have permanent brain damage or life-long disabilities."

A study in New York found after policies were enacted directing hospitals to make parents aware of the dangers of shaking infants, the number of instances of shaken-baby syndrome were cut in half.

"Too many precious children have been injured or killed as the result of being shaken by adults who didn’t realize the harm they were inflicting," said Peppin. "For the sake of parents--and especially the children--it is important that parents and childcare providers be instructed on how to properly handle children and to avoid shaking or jarring young children in ways that could end in tragedy."

Other states have enacted similar legislation, including New York, Texas, and Utah. Additionally, the American Academy of Pediatrics recommends that physicians and parents be educated about the dangers of shaken-baby syndrome.
