Sunset Bill Passes Committee


Dear Friends,

The focus in St. Paul continues to be on balancing the budget, promoting job growth and reforming government. My Sunset Commission proposal gained approval in committee today, moving one step closer to passage.

In this update:
1. Sunset Bill Passes Committee

Today my proposal for a Sunset Commission passed the Government Operations committee. As we look to balance the budget and deliver better results for our citizens, the Sunset Commission would serve as a key tool to create and sustain cost-savings and innovation.
As defined in my legislation, the commission would regularly review the continued effectiveness of and need for state agencies and programs, review all proposals for the creation of new agencies and programs, and make recommendations for the closure, consolidation or reorganization of agencies and programs. The model for this initiative, the Texas Sunset Commission, has saved Texas taxpayers over $780 million since 1982 by closing 58 agencies and consolidating another 12.
Sunset is just one of many reform proposals my colleagues and I are pursuing this year. My additional initiatives include:
• Tax analytics technology to make the revenue collection process more efficient and reduce audits on honest Minnesota taxpayers
• Medicaid fraud technology to flag and prevent fraudulent Medicaid payments
• Consolidate legislative back-office and administrative functions for savings and efficient use of taxpayer dollars
• One-stop, web-based eligibility and application for state health and human services programs to streamline the bureaucracy and improve efficiency

I will keep you updated on these and other reform efforts as the session moves forward. Our initiatives are all about changing the way government does business and delivering better results for our customer, the citizens of Minnesota. I encourage you to send us your ideas for redesigning government, reducing costs and improving results. Together we can take state government into the 21st century and make Minnesota a leader in government reform.
