St. Paul -- Representative Joyce Peppin (R – Rogers) recently announced her 2007 Legislative Questionnaire Results.
“Once again you have elected me to the State House of Representatives to be the voice of our area in St. Paul. I take this responsibility seriously,” said Peppin. “I always listen to my constituents whenever they call, email, send a letter, or stop by. I encourage them to keep expressing their opinions to me, so that their voice can be heard in St. Paul.”
Here are the Results:
1. In order to meet Minnesota’s increasing energy needs, should the moratorium on the construction of new nuclear power facilities be lifted if nuclear power can be proven to reduce overall greenhouse gas emissions, and nuclear waste can be safely stored?

Rep. Peppin’s thoughts I introduced a bill to remove the Minnesota ban, as nuclear power is free from carbon dioxide and all greenhouse gasses and is safe with all the new and emerging technologies. I believe that it is commons sense to, at the least, have nuclear power available as an option for our energy needs.
2. Should grocery stores be permitted to sell wine?
67% Yes

Rep. Peppin’s thoughts I agree that we should allow wine to be sold in grocery stores. This is a matter of competition, and I do feel that this would benefit consumers and offer more convenience.
3. Test scores among low-income minority students continue to trail other groups of students. Do you support providing access grants to help low-income minority parents pay for private or parochial schools?

Rep. Peppin’s thoughts I do support access grants to help low-income minority parents pay for private or parochial schools. I think parents should have more options if the public schools aren’t working for their kids.
4. Should school districts be permitted to start school before Labor Day?

Rep. Peppin’s thoughts I do believe that the school year should be a bit longer, and that this should be matter best left to local officials. There is a legitimate concern about a possible negative impact on our states tourism industry, which is dependant upon seasonal student workers. I would probably support allowing schools to start before Labor Day.

Rep. Peppin’s thoughts The University of Minnesota should be prohibited from using taxpayer dollars to bail out the contracts of terminated coaches. This was my bill and at this time it is included in both the Senate and House versions of the Higher Education bills.
7. If the legislature is able to provide tax relief this year, what type of tax relief do you prefer?
27% Income tax cuts for all taxpayers

13% None. Keep the money in the state’s reserve fund.
Rep. Peppin’s thoughts: I believe that the Legislature should look to provide tax relief this year given our states $2.2 billion budget surplus. My preference would be to offer property tax relief and to keep some money in the state’s reserve funds- and certainly to not raise taxes!
