Brockton Avenue Interchange


To the Editor:

I would like to thank the more than 100 interested citizens and government officials who attended the Stone's Throw development and Brockton Avenue interchange town hall meeting I hosted on Saturday, March 24.

As the Chief Author of HF 1789 to construct a freeway interchange at the Brockton Avenue/I-94 intersection, the comments and discussion were helpful in answering questions and improving understanding of the proposal to all who attended.

The creation of a Dayton and Hassan tax increment financing (TIF) district to help underwrite the cost of the interchange is unique and differs in multiple ways from TIF used to spur commercial economic development such as that used by Cabelas in Rogers, and requires special state legislation.

HF 1789 received a hearing in the House Tax Committee on Monday, March 26 and Mayor Doug Anderson of Dayton, Hassan Township Board Chair Joe Scherber and I-94 West Chamber of Commerce President Kathleen Poate gave compelling testimony on the need for the interchange. The bill will be held for possible inclusion in the omnibus tax bill to be assembled in coming weeks.

In the event HF 1789 becomes law, Dayton and Hassan will be required to hold additional public meetings outlining in more specific detail the tax impact on commercial and residential property owners in both communities. The Stone's Throw proposal, if developed as planned, will bring large-scale change to the northwest suburbs. I encourage all concerned to keep in contact with their elected officials to let your views be known.
