Property Tax Increases Result of Unfair Budget Policies


Rochester residents packed into recent Truth-in-Taxation hearings to voice concerns over rising property taxes. None of us likes to pay more, but increases like these hit seniors and low-income homeowners particularly hard. Some residents have told me that they are in danger of losing their homes because of rising property taxes. I take these concerns seriously.

Property taxes are inherently unfair because they tax the value of assets without regard to a person's ability to pay. Much of the current property tax hike is happening because the Governor and Republican House Leader were unwilling to reverse the income tax cuts enjoyed by those earning over $250,000 per year. Instead, they chose to balance the books by passing the state's bills on to local governments. When the November state budget forecast projected a $701 million surplus for the 2006/07 biennium, the Governor and House leadership claimed they had led Minnesota from deficit to surplus without raising taxes. Clearly taxes have gone up—but they’ve been shifted to counties, cities, and school districts.

When the legislature reconvenes in March of 2006, I will press to devote a portion of the surplus to property tax relief for those who need it most.
