HHS Bill Would Finally Reverse Cuts to PCAs


ST. PAUL — Today, the Minnesota House of Representatives passed the conference committee report of HF 2294, the Omnibus Health and Human Services Finance bill. The bill reverses the 20 percent wage cut to Personal Care Attendants (PCA) who provide care to a relative that was enacted in last year’s budget. This cut is restored only for this fiscal year and would still go into effect in the next biennium. The bill also requires the Commissioner of Human Services to study the feasibility of licensing Personal Care Attendant Services & report to the legislature by Jan. 15, 2013.

Rep. Tina Liebling (DFL – Rochester) is the chief author of HF 1907, which would fully reverse the cut to PCAs. Rep. Liebling released the following statement:

“I’m glad the Republican majority finally decided to join with us and do the right thing. The cut to PCAs was one of the most tragic cuts of last year’s budget slashing.

“Many of us know someone who cares for a family member or works as a PCA. Their stories are heartbreaking. They work hard for low wages, just like PCAs who work with people who start out as strangers. They often provide extra support for their family member from those same wages, while also saving the state money by keeping their family member out of a nursing home. Our budget should not be balanced on the backs of these hard-working Minnesotans so I’m pleased we were able to at least get this done for this year."
