Liebling Calls Budget Forecast Good News, Stresses Need for Fiscal Responsibility


State Representative Tina Liebling (DFL-Rochester) reacted positively to today's state budget forecast, saying some of the projected billion-dollar surplus in tax revenues from the current budget period should be put into property tax relief.

"This forecast is good news for all Minnesotans," said Liebling. "The surplus will allow us to begin to address some of our key challenges like rising property taxes, education needs, and access to health care. Still, there are red flags telling us to be fiscally cautious."

The November Budget Forecast, one of two annual assessments of the state's fiscal health, projects that the state will have a $1.038 billion surplus on June 30, 2007 when the current biennium ends. For fiscal years 2008-09, a $1.13 billion surplus is projected, but only if inflation is not considered.

Liebling stressed the importance of factoring inflation into the state budgeting process. "Families know that costs continue to rise," said Liebling. "We can't get away with ignoring inflation in our personal finances, so how can the state do it? We must be fiscally responsible and return to the practice of accounting for inflation in the state budget forecast."

According to the state's November forecast, adjusting for inflation would shrink the surplus available for fiscal years 2008-2009 nearly in half from an estimated $2.17 billion to between $1.0 and $1.2 billion.

Liebling was recently elected as one of six Assistant Majority Leaders during a caucus of the 85-member DFL majority in the Minnesota House of Representatives. The Assistant Majority Leaders provide leadership support and input to House Speaker-designate Margaret Anderson Kelliher and Majority Leader Tony Sertich, including helping move key legislation through the process, assisting first-term members, setting and enforcing House rules and other leadership duties.
