LEGISLATIVE UPDATE FROM MATT DEAN March 31, 2006

Greetings from the Capitol! Here are a few of this week's top issues. As always, please do not hesitate to contact me regarding any state legislative issue, and thank you for taking the time to follow Minnesota's legislative news.

STILLWATER LEVY PROJECT
I recently introduced legislation along with Representative Charron that would appropriate $250,000 of state bond proceeds to fund a levy in Stillwater. The levy is necessary to protect the city from potential flooding from the St. Croix River.

PROTECTING MINNESOTA'S HEALTH BENEFITS
This week the Health committee reviewed legislation that would require verification of immigration status for those applying for MinnesotaCare and MA. State and county employees would be required to report illegal immigrants when discovered. The bill would also require applicants for state health care programs to present documentation proving they are a US citizen or national. Current estimates show between 80,000 and 85,000 illegal immigrants in Minnesota, a number that continues to rise. While health services to illegal immigrants are limited, the state paid approximately $17.3 million for these services in FY 2005.

PROPERTY TAX REFUNDS
Don't forget, homeowners have access to two state property tax refund programs. Many are eligible for a regular property tax refund if total household income is less than $85,210. There's also a separate refund program for homeowners (with no income limit) whose net property taxes have increased more than 12 percent.
