DEAN AUTHORS CHEMICAL HEALTH SERVICES LEGISLATION


SAINT PAUL – A bill authored by Representative Matt Dean passed in the Health Committee that permits interstate contracts for chemical health services.

This would benefit individuals living near a state border, as it would allow them to obtain chemical health services in the neighboring state, while the home state still provided payment. Patients would be able to receive care closer to home in many instances.

There is precedent for such interstate cooperation. Currently, Minnesota participates in an Interstate Mental Health Compact, which allows the interstate transfer of patients when clinically beneficial.

“This bill is important to ensuring seamless and effective chemical health care for Minnesotans,” said Dean. “Currently folks who live in Wisconsin but receive medical care in Stillwater go without needed chemical dependency treatment. This legislation will enable the state to enter into contracts with neighboring states to simply make chemical health services more accessible to our residents.”

A second bill introduced by Dean tightens the rules at state-operated secure treatment facilities. The bill creates a felony criminal penalty for any person introducing contraband (including unapproved alcohol) into a state-operated secure treatment facility. Persons escaping while under court hold, civil commitment, or supervision would also be penalized.
