Personal Protection Act passes with bipartisan support


St. Paul, MN – Members of the House of Representatives passed a revised version of the 2003 handgun law yesterday by a decisive bipartisan vote of 86-47. The original Minnesota Personal Protection Act was struck down on procedural grounds. This bill, which Governor Tim Pawlenty has said he will sign, contains several new provisions.
"People in our part of the state feel very strongly about their 2nd amendment rights", said Rep. David Dill (DFL-Crane Lake). "This Personal Protection bill protects the rights of law abiding citizens. The bill also contains some new provisions that make it a better bill than the 2003 bill."
In its new form, the bill will require that all permit holders take an approved gun safety class, property owners could bar guns with either a sign or an oral warning and registered sex offenders would be banned from carrying guns.
"With some specific exceptions, any law abiding adult who takes training and passes a background check will be allowed to get a permit," said Dill. "I think these changes have strengthened this bill and upholds citizen's civil liberties."
“I am proud to be an author of this very important legislation and see it once again become law."
The bill will be back in effect a day after the Governor signs it, which could be as early as today.
