House approves the Omnibus Game and Fish Bill


St. Paul, MN – Today the members of the State House of Representatives approved the Omnibus Game and Fish Bill. This package of bills sets the guidelines and rules for hunting, fishing, trapping and wildlife management throughout the state.
Representative David Dill (DFL-Crane Lake), who coauthored the legislation included in this bill, supported the Omnibus bill and considers it to be good legislation which continues to adjust regulations to fit the needs of Minnesota natural resources and the needs of hunters, fishermen, trappers and wildlife managers.
"This bill does make progress in some key areas," said Dill. "There are many small changes and improvements that will help to clarify confusing game and fish rules." The bill:
* Expands and clarifies the conditions for obtaining a replacement deer license
* Clarifies where Minnesota residents who own land can hunt deer free, within limits set by the DNR
* Specifies proof of residency for obtaining a deer license
* Sets a minimum age of eight years old for trapping registered furbearer species that have a season limit (fisher, otter, bobcat or pine marten)
* Streamlines the permit process for the use of scopes during the muzzleloader deer season by visually impaired hunters
* Clarifies that is legal to hunt waterfowl on narrow rivers and streams while not in emergent vegetation
* Prohibits leaving decoys unattended during the day in public waters unattended for more than two hours
* Tightens existing early season restrictions on the use of motorized waterfowl decoys and provides additional restrictions and authorities on certain public lands and waters during the remainder of the season
* Clarifies how fish length are measured
* Requires a trapper education certificate to get a trapper license for persons born after 12-31-89 who has not held a trapper license previously, unless they have a trapper education certificate
* Allows silencers for wildlife control
* Allows Children under 12 years of age to hunt turkey with a parent
* Delays the end of pheasant season until after the end of the year
* Clarifies that an unoccupied permanent stand or blind on public land is public and is not the property of the person who constructed it
"Hunting, fishing and trapping are very important to our state, both as a recreation and to the economy," said Dill. "We need to be watchful over Minnesota natural resources, continue to enhance outdoor recreation opportunities while at the same time protecting habitat and the resources."
"I really appreciate the suggestions for change that come from the folks back home. The Environment Policy Committee used many of those suggestions to formulate the changes in this bill."
