REP. CORNISH AUTHORS BILLS TO ASSIST DOMESTIC VIOLENCE AND SEXUAL ASSAULT VICTIMS


ST. PAUL State Representative Tony Cornish (R-Good Thunder), Chairman of the Minnesota House Public Safety and Crime Prevention Policy and Finance Committee, is authoring legislation that will provide some comfort to those who’ve been victimized by criminals committing acts of domestic violence or sexual assault.

“If you are a sexual offender, the public has a right to know who you are and where you live even if the courts determined your assault wasn’t horrifically violent,” Cornish said. “And for those sexual predators that are the worst of the worst, it’s time to update Minnesota’s laws so the punishment fits the crime.”

Cornish’s first bill would increase the penalty for first degree criminal sexual conduct. It would change the minimum sentence for those convicted of this crime from 144 to 300 months - or from 12 to 25 years in prison.

“Keep in mind, criminals convicted of first degree sexual misconduct have either raped a child or developmentally disabled person, or have used force and caused significant injuries to a victim, or the victim feared they would be harmed or killed if they would not allow the assault to happen,” Cornish said. You can’t get much more heinous than this, and to me, forcing someone to spend 25 years behind bars for an act this cruel is just good common sense.”

His second bill would expand the states sexual predator public database to include sex offenders who are classified at Level 1, 2 or 3. Currently the database only shows the whereabouts of registered Level 3 sex offenders.

“I believe this is a right to know issue for the public,” Cornish said. “People have the right to know if any sexual offenders are living in their community, not just those that are the most violent.”

Finally, as a way to make it easier for domestic assault victims to eliminate future attacks, Cornish is authoring legislation that would expand the number of locations where the victim could file a harassment restraining order.
