SMALL BUSINESS CAUCUS ANNOUNCES PROPOSALS Comments from State Representative Mike Beard


ST. PAUL – On Tuesday the House Small Business Caucus announced their plans to spur business growth and improve Minnesota’s economy. Rep. Mike Beard (R-Shakopee, Prior Lake) serves on the bipartisan caucus.

“Serving on this caucus has presented me with a great opportunity to hear directly from small business owners on a regular basis,” said Beard. “I know many of you are struggling and have had to cut wages or benefits and lay off employees. I believe the Small Business Caucus is taking some steps in the right direction to improve the business climate in our state.”

The Small Business Caucus is proposing legislation to:
• Create an Angel Investor Tax Credit
• Expand the Research and Development Credit
• Evaluate the effectiveness of the state grant and loan resources available to Minnesota’s small businesses
• Encourage the deposit of state funds into local and community banks
• Create a one-stop portal to connect small businesses with existing resources through the Department of Employment and Economic Development (DEED)
• Streamline Minnesota Pollution Control Agency (PCA) regulations
• Create a fast-track small business registration process
• Create a study comparing the challenge of business start-ups in Minnesota to neighboring states

“This is a good start, but we must also reduce the tax and regulatory burdens, especially the rapid rise in commercial real estate taxes, that are so crippling to small business growth,” said Beard. “I firmly believe small business is the engine that drives prosperity in Minnesota, and I will continue to craft my policy decisions around this.”
