Saint Paul, Minnesota – Legislation proposed by Rep. Gene Pelowski (DFL – Winona) that will increase employment opportunities for the disabled community is on its way to the Governor for his signature.
HF3096 expands the state use of contracts with rehabilitation programs and extended employment providers, which employ people with developmental disabilities. Currently, a portion of all state janitorial contracts must go to these programs. If enacted, this new legislation will expand the requirement to include a portion of document imaging, mailing, collating, and sorting services contracts, as well.
“Even in strong economic times, the disabled community struggles with high unemployment levels," said Pelowski. “By increasing the types of state contracts they can compete for, we can strengthen their ability to provide for themselves and their families.”
The bill requires the Department of Employment and Economic Development (DEED) Commissioner to notify all state agencies of these new requirements and provide them with information regarding qualified programs. These contracts will be tracked by DEED and presented annually to the state legislature.
“Every sector of Minnesota workers is entitled to compete for state contracts,” said Pelowski. “We heard testimony from disability advocates that the state is falling behind the federal and local governments in employing people with disabilities. This legislation should help correct that disparity.”
