Pelowski passes bill to extend employment opportunities to people with disabilities

ST. PAUL – The Minnesota House of Representatives voted unanimously today to pass a bill authored by State Rep. Gene Pelowski that would help extend employment opportunities to people with developmental disabilities. Currently, a portion of all state janitorial contracts must go to employers who offer employment programs for people with disabilities. The bill simply clarifies language so that the employers can accurately report to the state that they are complying with the law.

“We heard that employers had difficultly complying, and the state had difficulty tracking the implementation of this law," said Pelowski. “We worked with the state and the disability community to reach agreement on legislation that will help people with disabilities in our communities secure good jobs. This law will also ensure the program is accurately assessed and tracked by the state of Minnesota.”

Pelowski said that Bill Harris, former director of the Winona ORC, was influential in helping pass the bill into law. At a House Government Operations committee hearing, disability advocates testified that the federal and local governments have fallen behind in employing people with disabilities and that Pelowski’s bill was a step in the right direction. DEED also testified in support of the bill.

The House bill includes the same language as the Senate bill, which means once it passes the Senate it will head to the Governor for his signature before becoming law.
