ST. PAUL - The joint House/Senate Capital Investment Conference Committee unveiled its version of the bonding bill yesterday, State Representative Gene Pelowski, who served on the conference committee and signed the report, said he hopes for an eventual compromise with the Governor.
"The conference report bonds roughly $300 million in projects while the Governor submitted close to $71 million in recommendations," said Pelowski. "While there are many important projects in this bill that can't wait until next year, I'm not optimistic that this will be signed into law in its current form."
As of Wednesday, all but three of the 10 conferees had signed the report: one Republican House member, one Republican Senator, and one DFL Senator. Three House members and three senators must sign the conference committee in order for it to be sent to the House of Representatives and Senate where it cannot be amended.
"Key differences between the Governor and the Legislature include the Governor's failure to bond some transportation projects, including a St. Paul to Chicago high-speed rail line that would run through Winona, and money for upgrades to ports like Winona's," said Pelowski. "However, we have included funding for every project the Governor recommended such as the Department of Transportation building, flood control, the Minnesota Zoo, and the Duluth convention center."
