ST. PAUL - Legislation to streamline state government authored by Representative Gene Pelowski (DFL-Winona), cleared the House Governmental Operations, Reform, Technology, and Elections Committee today. The bill folds the Department of Employee Relations (DOER) into other state departments.
"We've really hit the ground running to move this bill through the Legislature quickly," said Pelowski, who also chairs the committee. "What was originally expected to take more than a year will now be accomplished in a matter of months."
Pelowski's legislation spreads DOER's human resources and health insurance responsibilities across three existing departments and then eliminates the agency and the commissioner's salary. The Department of Finance will handle labor relations and human resources; the Department of Administration will manage worker's compensation, and the Department of Health will be responsible for purchasing health insurance for the 129,000 state employees and their dependents.
Pelowski said he expects more reform-minded legislation to come before his committee.
"Speaker Kelliher has charged this committee with finding new ways to make government more efficient and responsive," Pelowski added. "This historic legislation is a first step."
Rep. Pelowski's bill now awaits action from the House Finance Committee. Identical legislation is making its way through the Senate.
