ST. PAUL - In an effort to streamline state government, Representative Gene Pelowski (DFL-Winona), Chair of the House Governmental Operations, Reform, Technology, and Elections Committee, introduced bi-partisan legislation today that folds the Department of Employee Relations (DOER) into other state departments. Pelowski announced the legislation alongside Governor Pawlenty and legislative leaders from both chambers and parties.
"Without the strong bi-partisan support, something like this would have taken years to accomplish," Pelowski said. "Instead, we'll accomplish this reform in a matter of months."
Pelowski's legislation spreads DOER's human resources and health insurance responsibilities across three existing departments and then eliminates the agency and the commissioner's salary. The Department of Finance will handle labor relations and human resources; the Department of Administration will manage worker's compensation, and the Department of Health will be responsible for purchasing health insurance for the 129,000 state employees and their dependents.
Pelowski has promised a committee hearing on the bill as early as next week.
"When Speaker Kelliher created this committee, she charged us with finding new ways to reform government," Pelowski added. "With this historic legislation, we are taking a first step in answering her call."
