I would like to respond to Jim R. Miller's letter of Tuesday, May 9, 2006 regarding the recent approval of funding for a Twins Stadium by imposing a local option sales tax on Hennepin County without a referendum. Mr. Miller suggested I should attempt to do the same for the city of Winona, giving the city the right to impose a tax increase without a vote.
To begin with, I believe voter approval is desired before increasing the sales tax and I supported an amendment to the stadium bill calling for a voter referendum. That amendment failed on a vote of 66 nays to 64 yeas.
Secondly, as Winona's elected Representative, I authored the Local Option Sales Tax Referendum legislation at the request of the city of Winona and numerous groups in the city who supported the legislation as introduced. If Mr. Miller would like the referendum repealed, I suggest he start with the city of Winona, as well as the groups who supported the legislation. As Mr. Miller stated in his letter: "Fair is Fair".
