BONDING BILL PASSES UNANIMOUSLY OUT OF CAPITAL INVESTMENT COMMITTEE


State Representative Gene Pelowski (DFL-Winona) gave the House bonding bill recommendations released today a mixed review, stating that while some of his funding requests were fully recognized, others were only partially funded or missing all together. The House recommended over $14.5 million in funding for projects for the Winona area, with shared funding opportunities for several additional projects.
"I am very pleased that the full funding request of $11.186 million was included for Maxwell Hall at Winona State University," said Pelowski, who serves on the Capital Investment Committee. "This funding will allow the college to design, renovate, furnish, and equip Maxwell Hall for classrooms, offices and a National Child Protection Center."
Memorial Hall received a House recommendation for $400,000 for planning. "This is a recognition of the significant private contribution that makes up one third of the funding stream for this building," said Pelowski. "Both the House and the Senate went to the bottom of the MnSCU priority list to recognize this unique and new funding mechanism.
Over $3 million in private donations have been contributed toward the construction of this Health and Wellness Center. WSU alumni are contributing private dollars so students can enjoy robust health all their lives."
Winona State University also received a share of MnSCU funding for repairs and maintenance in the amount of $2.590 million in the House bill, as well as $400,000 for the Minnesota State College-South Eastern Technical College Science Lab/Applied Tech.
The city of Winona will share in the $5 million designated for Port Development, and may share in $4 million for State Land Reforestation and the $2 million available for State Forest Land Acquisition. One project, the Shakespeare Festival, was not included in the House plan for any funding. It did, however, receive the full funding request of $250,000 in the Senate bill.
"Going into this process, we knew there were over $2 billion in funding requests, " said Pelowski. "I'm pleased with the ones that were included, and will work for inclusion and increased funding for the rest."
The full House will vote on this bonding bill next week.
