As we are nearing the end of session, with just over a week to go, omnibus bills are starting to come out of conference committees for the Governor to sign.
The Higher Education Bill is just about ready for the Governor to sign with final passage expected in the House and Senate next week. Some of the provisions in the bill include tuition caps for students attending 2 and 4 year campuses as well as the U of M. The 2-year campuses will be limited to a 3 percent tuition cap with 4 year campuses limited to 5% the first year and 4% the second. The same cap will affect the University of Minnesota Campuses.
Last week Rep. Anderson, chair of the Redistricting Committee released the new legislative map. Every 10 years after the census a new map must be drawn to reflect population changes, and to make sure that the people are fairly represented My district will grow to include Wilken County and it would stay in the new 7th congressional district. 40,000 residents will be the average population in each House District now. The constitutional amendment to define marriage as between one man and one woman continues to move through the legislature. The Senate has passed the language and it is expected to be voted on soon in the House. If passed by both bodies, the measure will not need Governor Dayton's approval but will go directly to the ballot in November 2012.
The Tax Bill is still in conference and the city wide sales tax issue for Fergus Falls remains in the bill. The House and Senate are in agreement the request from the Fergus Falls Council will be a part of the final bill. You can find more information about the bill online HERE. The Legislature will end the 2011 session on May 23rd. The final week will determine whether agreements are met or the Governor will need to call a special session. I remain optimistic a special session will not be necessary.
