Recently I met with retiring Minneapolis Police Chief Tim Dolan. As we spoke, his most telling statement was, "We are not going to arrest our way out problems." Tim grew up on and worked the Northside for years, and still cares about us.
Chief Dolan indicated that authorities have to concentrate on two small groups of offenders: those committing very serious crimes – law enforcement must crack down on them; and those who are just starting to get into trouble – there will need to be an investment in services to help them get straightened out. He feels the large middle group will just eventually diminish.
Chief Dolan said only 20% of offenders who commit gun violence are under 18; in the past, over half of offenders were minors. Also, 80% of violent crime in Hennepin County is in Minneapolis.
Chief Dolan cited a recent study of the cost of crime to society. Persuasive data from this report will help us argue for increased funding to combat crime with various methods, from parental intervention to law enforcement and eventual re-entry of prisoners into society.
