The legislature has wrapped up its fourth week of session and bills continue to make their way through committees. The committees of which I am a member are the Commerce and Regulatory Reform committee, the Public Safety committee, and the Judiciary committee. I also Chair the Mississippi River Parkway Commission.
Unfortunately, the Renters' Credit continues to be on the republican chopping block. On Tuesday, a bill (HF 1914) to cut the Renters’ Credit in exchange for business property tax relief was heard in the House Tax Committee. The bill, sponsored by Tax Chair Greg Davids, makes $70 million in cuts to the Renters’ Credit, a property tax refund program that helps about 300,000 Minnesota low and moderate income households. The Renters’ Credit returns part of the property taxes that renters pay via rent payments. More than 25 percent of those who receive this relief are seniors and people with disabilities. Chair Davids has chosen to give business property tax relief at the expense of 97% of all senior and disabled renters and 100% of all non-senior and non-disabled renters.
Restoring the Homestead Credit is a better and more balanced alternative than HF 1914 because it provides property tax relief directly to businesses, homeowners (95%), and renters.
