Rep. Debra Hilstrom played key role in bill’s passage
(ST. PAUL) — Today, Governor Dayton signed SF 1586 into law. The new law makes the intentional abuse and neglect of vulnerable adults a felony crime. The new law also includes a provision — authored by Rep. Jeanne Poppe (DFL – Austin) — that will toughen criminal penalties for parents who use restraints to abuse and harm a child.
State Representative Debra Hilstrom (DFL – Brooklyn Center) has worked on this issue for several years and played a key role in the bill’s passage and signing this year.
“I’ve been working on this for as long as I’ve been in the legislature," said Rep. Hilstrom. “More than 150 groups and countless advocates have fought for this change for years and they deserve so much credit for this new law. I’m proud and honored to have played a part in making today a reality.”
In addition to a bipartisan group of legislators, representatives from a variety of supportive groups attended, including Hennepin County Attorney mike Freeman, Anoka County Attorney Tony Palumbo, Iris Freeman from the Center for Elder Justice and Policy at William Mitchell College of Law, Linda Hamilton, President of the Minnesota Nurses Association; Toby Pearson, Care Providers of Minnesota; Darrell Shreve, Aging Services of Minnesota; and Jennifer Sorensen, Executive Director, Minnesota HomeCare Association.
Rep. Hilstrom added that work still remains on this issue.
“Despite today’s great news, we still have a lot of work left to do,” said Rep. Hilstrom. “We need to work on training to make sure that these cases make it to the County Attorney’s office and training for family members to help them recognize signs of abuse and neglect. That work begins today and I look forward to continuing to work on this issue.”
