Today on the Floor of the Minnesota House of Representatives a Minority Report was offered to the Omnibus Bonding bill (HF 2622). Below is a news statement issued by State Representative Alice Hausman:
“We can do much better than the House GOP Bonding bill. It is inadequate, geographically unbalanced, and highly partisan. In addition, it fails to take advantage of record low interest rates and bargain basement construction bids. Perhaps, most distressing is that it is a missed opportunity to invest in infrastructure that would create thousands of construction and long-term private sector jobs.
The Minority Report we offered on the House floor today made job creation a higher priority and would allow Minnesotans to get the most value out of a bonding bill. Our plan is a robust, balanced and strategic package that focuses on higher education, transportation, housing, public safety, water and wastewater systems, and regional economic development to put unemployed Minnesotans back to work and give the private sector the shot in the arm. It contains “shovel-ready" projects, more closely honors priority lists of state agencies, MnSCU and U of M, and is much more regionally balanced than the GOP bonding bill. At the amount of $775 million – what is built into the budget forecast – the Minority Report is a responsible alternative to the meager GOP bonding bill, well within the debt service guidelines.
Unfortunately, the majority refused to take up the Minority Report today. The DFL members of the House want to have a bonding bill this year, but we want it to be strong, fair and focused on the right priorities. We hope Republicans will join us in seeking the bipartisan consensus necessary to pass a robust bonding bill to create jobs vital to the state’s economic recovery.”
