Representative Tom Hackbarth Announces Stadium Plan


ST. PAUL-- State Representative Tom Hackbarth (R-Cedar, District 48A) announced today a renewed effort to build a new Minnesota Vikings stadium without increasing taxes on Minnesota citizens.

The plan proposes a constitutional amendment authorizing the use of revenue from the addition of slot machines at the existing metro-area horse racing facilities for Vikings stadium funding. Hackbarth’s legislation represents a slight change from the bill he introduced last year (HF1303), which proposed authorizing a new privately-owned casino as the revenue source. He is confident that by making this announcement various stakeholders can come together and have input before session begins in February.

“My constituents are very clear that they do not want the Vikings to leave Minnesota. At the same time, Vikings ownership is clear on their desire to work towards a new stadium. The Vikings are showing their commitment to building a winning franchise and it is time lawmakers showed a commitment to help keep that franchise in Minnesota,” Hackbarth said.

In a Star Tribune poll following Hackbarth’s March 2009 proposal an overwhelming 86.8% of respondents favored authorizing a casino with proceeds going to pay for a Vikings stadium. Surveys in 2003, 2004, and 2005 also showed support for a racino funding plan as high as 71%. “Plain and simple, my plan allows Minnesota voters to decide.”

During a time of economic rebuilding, Hackbarth pointed to the benefits construction of a new stadium will bring. “A new stadium will create jobs and generate revenue. My plan is ideal as it raises funds for the project without a general tax increase.” Rep. Hackbarth also noted that once stadium costs are covered, continuing revenue will go into the general fund and serve to help the state in challenging budget times.

Rep. Hackbarth is hoping for genuine and honest discussion when the Minnesota legislature reconvenes in February. He is hopeful a solution will be reached to build a new stadium and keep the Vikings in Minnesota without increasing the tax burden on Minnesota citizens.
