ST. PAUL – State Representative Greg Davids (R-Preston) said legislation he’s co-authoring directing the Minnesota and Wisconsin Departments of Revenue to conduct a new individual income tax reciprocity benchmark study is now being debated in the Minnesota House Taxes Committee.
Davids said the study would provide the two states with the data needed for entering into a new income tax reciprocity agreement, effective for tax year 2012.
“Basically the bill would set up a study commission to make recommendations on how to reinstate a Minnesota tax reciprocity agreement with Wisconsin,” Davids said.
Davids said the study would use information from Minnesota and Wisconsin 2010 income tax returns of individuals who are residents of one state and have earnings in the other state. It would also include the number of residents of each state with earnings in the other state; earned income from those residents; and a methodology for using the 2010 base year results to project compensation payments for future years.
Minnesota’s revenue commissioner ended the reciprocity agreement with Wisconsin last September after failing to reach an agreement to accelerate the timing for payments.
“My intent is to work very hard to get reciprocity back between the two states,” Davids said. “Doing so could be very advantageous to taxpayers on both sides of the border.”
