Note that the amount of bonds, particularly revenue bonds, can fluctuate considerably from year to year. This tends to be the result of large cities paying off or issuing large amounts of bonds. For example, between 1997 and 1998 three large cities (Bloomington, Minneapolis, and St. Paul) accounted for virtually all of the $92 million reduction.
