Direction to commissioner; billing and collections.  Requires the commissioner of human services to offer a request for proposals to private vendors to examine billing and collections practices and systems under GAMC, MA, and MinnesotaCare, and to make recommendations to reduce waste, fraud, and abuse.  Requires the vendor awarded the contract to complete the examination and provide recommendations to the commissioner by July 1, 2011. Provides an effective date of July 1, 2010.
