until June 30, 2006.

systems.
Subd. 1.
Definitions.
Contains
definitions for "blackwater," "greywater," "sewage," and "biodigester and
water reclamation systems." The
latter is defined as a residential system that collects and segregates greywater
from blackwater to be mechanically or biologically treated for reclamation
and safe consumptive use, or discharge above or below the ground.
Subd. 2. Biodigester and water reclamation systems
requirements.
Requires
that biodigester and water reclamation systems meet certain wastewater
treatment requirements, and that the two blackwater and greywater waste
streams be treated to standards contained in state and federal rules. Effective date.

section is effective the day following final enactment and expires May 1, 2014.

Pilot program for
alternative septic system technology.
Subd. 1.
Certification
and training program.
Requires that a manufacturer of new
wastewater treatment technologies must submit testing documentation certifying
that biodigester and water reclamation systems meet applicable state
standards. Training of persons
working with these systems also must be provided. Each certification request by a manufacturer must provide up to
$4,000 to the Pollution Control Agency for staff services to review the
information.
Subd. 2. Requirements for manufacturer or consumer
participation.
S
tates
that only trained and certified persons may work with the new systems, and
monitoring must be done by someone other than the system's owner. Annual monitoring and maintenance reports
must be submitted to state and local regulatory authorities.
Subd. 3. Approval requirements.
C
ontains
the approval needed for biodigester and water reclamation systems to operate,
including compliance with state rules, surface discharge requiring a permit,
and reuse of treated effluent meeting state health standards.
Subd. 4. Exemption.
E
xempts biodigester and water reclamation systems
from all government requirements in the state plumbing code. Effective date. T his section is effective the day following final enactment and expires May 1, 2014. |
