Overview

This bill would add the metropolitan airports commission (MAC) to the purview of the legislative commission on metropolitan government. The bill would also remove the appointees of the mayors of Minneapolis and St. Paul from MAC, and would clarify that all remaining MAC members serve at the pleasure of the governor and that their terms coincide with that of the governor. Finally, the bill provides that the terms of metropolitan area MAC members end with metropolitan council redistricting and new members must be appointed at that time.

1         

Established. Adds MAC to the purview of the legislative commission on metropolitan government.

2         

Powers; duties; metropolitan airports commission oversight. Directs the legislative commission on metropolitan government to monitor, review, and make recommendations to MAC and the legislature on MAC's budgets, work, program, and capital improvement program.

3         

Commissioner and members. Defines "member" as a person serving on the metropolitan airports commission.

4         

Composition. Removes the appointees of the mayors of Minneapolis and St. Paul from MAC. Deletes provision for staggered terms for nonmetropolitan members. Clarifies that chair's term coincides with that of the governor, and adds requirement that the chair's appointment is subject to the advice and consent of the senate.

Terms of office. Provides that all members appointed by the governor, both metropolitan and nonmetropolitan, serve at the pleasure of the governor. Removes references to the Minneapolis and St. Paul mayors' appointees.

6         

Reapportionment. Provides that metropolitan members' terms end with Met Council redistricting, and that within 60 days of redistricting the governor must appoint members from the new districts.

7         

Resolution of appointment; oath. Removes provisions relating to the Minneapolis and St. Paul mayors' appointees.

8         

Per diem; expenses. Removes exception for Minneapolis and St. Paul mayors' appointees.

9         

Effective date. Effective the day after final enactment, and applying to all MAC appointments on or after that date.
