Proposes a constitutional amendment to dedicate 75 percent of the revenue from the motor vehicle sales tax (MVET) beginning in fiscal 2004, as follows:
50.5 percent to the highway user tax distribution fund (for allocation by constitutional formula toto the state trunk highway fund, county state-aid highway fund, and municipal state-aid street fund)
7.5 percent to the state trunk highway fundfund
17 percent to a fund for operating assistance to public transit systemssystems
