House File 151 is a resolution memorializing the Clinton Administration and the United States Congress to take measures to assist struggling livestock and grain farmers. Actions requested include revising and expanding the $50,000,000 emergency relief program for hog farmers; investigate continuing mergers and the concentration of market power in meat-packing and commodity grain industries; increase available livestock slaughter capacity in the U.S. and Canada; expand food exports and increase meat purchases for foreign and domestic nutrition programs; grant credit forbearance on USDA loans and private lender loans; enable livestock and grain producers to use the Emergency Disaster Loan Guarantee Program; not use food exports as a foreign policy tool; and review provisions of the Freedom to Farm Act of 1996.
