Overview

This act renames the Minnesota River Joint Powers Board to the Minnesota River Board and makes a number of changes, including modifying the board’s purpose and duties, and the membership and duties of its advisory committee. The board was established in 1995 as a joint powers board comprised of counties within the Minnesota River Basin to provide coordination to improve and protect water quality in the Minnesota River Basin.

Minnesota River Board. Amends § 103F.378.

     Subd. 1. Duties. Renames and modifies the purpose and duties of the board. The modifications include: requiring collaboration with the Water Resources Center at the Minnesota State University, Mankato; modifying reporting requirements; updating advisory duties to incorporate the requirements established under the Clean Water Legacy Act; and requiring the board to promote and advance basin issues.

     Subd. 2. Membership; advisory committee. Requires the payment of annual dues and requires the members to elect a chair and other officers. Modifies the requirements of the advisory committee by: specifying the duties of the committee; stating that the members of the advisory committee are appointed by the chair; removing the existing advisory committee membership requirements; and providing guidance on who may serve on the advisory committee.
