Requires notice for sales of cocoa bean shell mulch.

Notice.  Requires any person who sells a product containing cocoa bean shell mulch at retail to post a notice that ingestion of unprocessed cocoa bean shell mulch by pets is poisonous.  The notice must also contain the toll free phone number of the Animal Poison Control Center.  The notice requirement does not apply to products that have been processed to reduce theobromine to a nontoxic level in the mulch.
