This act authorizes the Minnesota Department of Transportation (MnDOT) to expend transportation funds provided to Minnesota in the federal economic recovery package.  It creates a standing appropriation to MnDOT for any initial funds as well as additional funds made available.  The funding is available until expended.  The bill also:

• Requires that MnDOT make every effort to seek and utilize any available funding;
• Requires that MnDOT meet all federal requirements for the aid;
• Establishes a maximum 17 percent allocation for program delivery (i.e., preliminary engineering, design, and environmental analysis);
• Eliminates a required local match for aeronautics projects funded by the federal aid; and
• Mandates reports to the legislature, which primarily consists of providing a copy of each report required by the U.S. Department of Transportation.

The provision is effective April 2, 2009, and expires on June 30, 2012.
