State Operating Funds
State Budgeting Policy Papers
In December 2002, the Legislative Commission on Planning and Fiscal Policy adopted three
papers setting guidelines regarding state budgeting policy. These papers were developed
in response to legislation enacted in the 1999 session. There are three sections to the
report. The Statutory Appropriations Guide section
establishes guidelines to be followed when establishing statutory appropriations. The
Funds and Accounts Guide section establishes
guidelines to be followed when creating new funds and accounts in the state treasury.
The Budget Rules section describes budget rules followed
by the Administration and the Legislature in developing and counting appropriations for
both the current biennium and later fiscal years.
These documents were developed under the joint efforts of the Office of Fiscal Policy Analysis
in the Senate, the Fiscal Analysis Department in the House, and the Department of Finance.
