MINUTES

Representative Lenczewski, Chair of Committee on Taxes, called the meeting to order at 12:33 pm February 21, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Lillie moved the approval of the minutes of February 14th and February 19th. The motion prevailed. The minutes were approved.

Representative Liebling moved that HF5, Sixth Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.
Representative Atkins presented HF5, Sixth Engrossment (Atkins) Minnesota Insurance Marketplace established, powers and duties prescribed, right to not participate established, open meeting requirements and data practices procedures specified, and money appropriated

The following people testified on HF5, Sixth Engrossment:

Barb Julich, CFO of Health Insurance Exchange.
Audrey Britton of Small Business Minnesota.
Rick Varco of SEIU.
Clark Dircz of Axonom.
Kathryn Kmit of Minnesota Council of Health Plans.
Kate Johansen of Minnesota Chamber of Commerce.
Twila Brase, Citizens County of Freedom.
Melissa Martinson, small business owner.
Bob Johnson of the Minnesota Insurance Federation.
Mike Hickey of NFIB.

Representative Loeffler moved to amend HF5, Sixth Engrossment (see attached amendment H0005A189)

Representative Loeffler withdrew the amendment.

Chair Lenczewski recessed the committee at 1:57 pm until 6:00 pm.

Chair Lenczewski reconvened at 6:00 pm.

A continuation of testimony was heard on HF5:

Ms. April Todd-Malmlov, Executive Director of Health Insurance Exchange.
Ms. Barb Julich, CFO of Health Insurance Exchange.

Representative Loeffler moved to amend HF5, Sixth Engrossment. (See attached amendment H0005A189)
Rep. Liebling move to amend Amendment H0005A189, as follows:
Page 1, line 1.4, delete "rules" and insert "needs"
Page 1, line 1.5, delete "rules" and insert "needs"
THE MOTION PREVAILED. THE LIEBLING AMENDMENT TO THE AMENDMENT WAS ADOPTED.
Rep. Loeffler renewed the motion to amend HF5, Sixth Engrossment with Amendment H0005A89, as amended.
THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
Representative Liebling renewed the motion that HF5, Sixth Engrossment, as amended be recommended to pass and re-referred to the Committee on Ways and Means.
Representative Davids requested a roll call on the motion.
