MINUTES

Representative Murphy, Chair of Committee on State Government Finance and Veterans Affairs, called the meeting to order at 12:30 February 4, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present

Attorney General Lori Swanson; presented an overview and review of Governor's budget recommendations for the Office of Attorney General.

Jeff Freeman, Executive Director, MN Public Facilities Authority; presented an overview and review of Governor's budget recommendations for the agency.

HF95 (Lillie) Labor agreements and compensation plans ratified.

Greg Hubinger, Director, Legislative Coordinating Commission; answered questions on HF95.

Rep Benson offered to incorporate an oral amend to H0095A1 amendment. As follows: Page 1, Line 7, after "is" delete "$50" and add "10% of total monthly premium"; after "coverage" delete "$150" and add "15% of total monthly premium". A roll-call vote was requested.

AYES: DETTMER, BENSON, HOWE, KRESHA, LEIDIGER, O'DRISCOLL, SAWATZKY, and WILLS.

NAYS: MURPHY, NEWTON, BERNARDY, FREIBERG, KAHN, NELSON, PERSELL, and SIMON.

THE MOTION DID NOT PREVAIL (8-8); THE H0095A1 AMENDMENT AS AMEDNED WAS NOT ADOPTED.

At 2:02 p.m. Chair Murphy announced committee would be in recess until 6:45 tonight, Monday, February 4, 2013.

Chair Murphy called the meeting to order at 6:45 p.m.

Barbara Homes, Assistant Commissioner at MMB, Ann O'Brien Assistant Commissioner at MMB; presented an overview of compensation decisions of comparable health care and answered questions on HF95.

Members had open discussion on HF95.

No members of the public sought to testify on HF95

Chair Murphy moved that HF95, first engrossment, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Sawatzky moved that the minutes from the committee meeting on January 30, 2013, be approved. THE MOTION PREVAILED.

Chair Murphy announced that the next meeting would be on Wednesday, February 6, 2013.

The meeting was adjourned at 7:42.
