MINUTES

Representative Paymar, Chair of Committee on Public Safety Finance and Policy, called the meeting to order at 10:11 a.m. March 6, 2013 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present

HF88 (Dettmer) Rehabilitation presumption established through a person's honorable military service following a prior offense.

Rep. Cornish moved that HF88, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF411 (Hilstrom) Money used or intended for use to facilitate a prostitution or sex trafficking offense forfeiture provided for.

Rep. Hilstrom moved that HF411 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF1051 (Rosenthal) Crime victim rights and programs statutory provisions clarified.

Rep. Rosenthal moved that HF1051 be recommended to pass and be re-referred to the Committee on Civil Law.

Testifying on behalf of HF1051 were:
Suzanne Elwell - Office of Justice Programs
Kelly Moller - Executive Director, Minnesota Alliance on Crime

Rep. Rosenthal renewed his motion that HF1051 be recommended to pass and be re-referred to the Committee on Civil Law. THE MOTION PREVAILED.

HF1214 (Mahoney) Motor vehicles regulated, scrap metal processing regulation amended, proof of ownership or hold period required for vehicles purchased for scrap, automated property system and criminal penalties created.

Chair Paymar moved that HF1214 be recommended to pass and be re-referred to the Committee on Judiciary Finance and Policy.

Testifying on behalf of HF1214 were:
John Choi - Ramsey County Attorney
Commander Ken Reed - Saint Paul Police Department

Chair Paymar and members welcomed visiting students from Great River School, Saint Paul. Thereafter, testimony continued on behalf of HF1214 as follows:
John Elder - Director of Intellectual Properties, Minneapolis Police Department
Jim Franklin - Executive Director, Minnesota Sheriffs Association
Dave Pecchia - Executive Director, Minnesota Chiefs of Police Association
Kathy Raine - Saint Paul

Testifying in opposition to HF1214 were:
Paul Cassidy - Institute of Scrap Recycling Industries
Tony White - Institute of Scrap Recycling Industries

Chair Paymar renewed his motion that HF1214 be recommended to pass and be re-referred to the Committee on Judiciary Finance and Policy. THE MOTION PREVAILED.
