Representative Hilstrom, Chair of Committee on Judiciary Finance and Policy, called the meeting to order at 2:15 PM on January 29, 2013 in Room 10 of the State Office Building.
The Committee Legislative Assistant noted the roll.

The meeting was called to order at 2:15 PM by Vice Chair Melin.
A quorum was present.
Representative Lesch moved approval of the minutes for January 23, 2013. THE MOTION PREVAILED.
HF80 (Hilstrom) Assigned consumer debt default judgments regulated.
Representative Hilstrom moved
HF80 be recommended to pass and be re-referred to the Committee on Commerce.
Nathan Brennaman, Deputy Attorney General at the Minnesota Attorney General's Office, and Ron Elwood, Supervising Attorney at Legal Aid, testified in support of
HF80.
William (Bill) Hicks, Attorney, Messerli & Kramer, and representing the Minnesota Creditors Rights Association, and Scott Larson, Principal, St. Clair Capital, LLC, testified in opposition to
HF80.
Representative Hilstrom renewed her motion that
HF80 be recommended to pass and be re-referred to the Committee on Commerce. THE MOTION PREVAILED.
HF19 (Hortman) Agency designations allowed in certain probate situations.
Representative Hortman moved that
HF19 be recommended to pass and be placed on the General Register.
Andrew Baese, Attorney at Briggs & Morgan testified in support of
HF19.
Representative Hortman renewed her motion that
HF19 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
Representative Hortman (on behalf of Representative Winkler) moved that
HF87 be recommended to pass and be placed on the General Register.
Bryan Lake, Government Relations Director, Minnesota State Bar Association, testified in support of
HF87.
Representative Winkler arrived at 2:51 PM.
Representative Hortman renewed her motion that
HF87 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF80 (Hilstrom) Assigned consumer debt default judgments regulated, limitation period provided to bring an action arising out of consumer debt, and bail amount set for failure to comply with judgment debtor disclosure requirements in consumer debt cases.
HF19 (Hortman) Agency designations allowed in certain civil law situations, form language provided, clarifying changes made, and filing requirements clarified for appeals to Tax Court.
HF87 (Winkler) Affidavit of survivorship and release or partial release of mortgage lien provided for, interest claimed in registered land after resignation, and technical and conforming changes made.
