HIGHER EDUCATION FINANCE AND POLICY COMMITTEE
MINUTES
Representative Gene Pelowski, Chair of the Committee on Higher Education Finance and Policy, called the meeting to order at 12:30 PM on March 18, 2013, in Room 5 of the State Office Building.

Representative Dorholt moved that the minutes of March 13, 2013, be approved. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
The Minnesota State Colleges and Universities (MnSCU) continued its overview of its 2014-2015 biennial budget request.

HF437 (Pelowski) Governor's budget for higher education established; money appropriated to the Office of Higher Education, the Board of Trustees of the Minnesota State Colleges and Universities, the Board of Regents of the University of Minnesota, and the Mayo Clinic.

Agenda: Continuation of the presentation by the Minnesota State Colleges and Universities of the 2014-2015 biennial budget request. The Office of Higher Education will present the governor's higher education policy and finance bills. HF983 and HF437 will be heard and laid over for possible inclusion in the omnibus higher education finance bill.
HF983 (Lien) Higher education provisions modified; technical, conforming, policy, and clarifying changes made; student grants, awards, aid, school registration, and licensure provisions modified; state appropriation use prohibited for bonuses and performance-based incentive payments; information required to be provided in higher education budget proposals; procedures related to terminating institutions from financial aid programs modified; cancellation procedure of required surety bond established; and MnDRIVE program established; Higher Education Advisory Council repealed.
