MINUTES

Representative Liebling, Chair of the Committee on Health and Human Services Policy, called the meeting to order at 10:10 AM, March 14, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Lohmer moved the minutes of March 13 be approved. Motion prevailed. Minutes approved.

At 10:11 AM Chair Benson assumed the gavel.

Representative Liebling moved that HF1139 (Liebling) Minnesota sex offender program provisional discharge modified, and victim notification of discharge or release modified, be recommended to pass and re-referred to the Judiciary Committee.

Representative Liebling moved that amendment HF1139.

The following individuals testified:
Eric Magnuson, former Chief Justice, Minnesota Supreme Court
Commissioner Lucinda Jesson, Department of Human Services

Chair Benson allowed time for member questions and answers provided by the testifiers and Representative Liebling.

Representative Mack requests a roll call vote.

Representative Mack withdrew her request for a roll call vote.

Representative Liebling renewed her motion that HF1139 be recommended to pass as amended and re-referred to the Judiciary Committee. Motion prevailed.

At 11:37 AM Chair Liebling assumed the gavel.

Representative Abeler moved to reconsider HF1114 (Abeler) Licensing data, human services licensing, child care programs, financial fraud and abuse investigations, and vendors of chemical dependency treatment service provisions modified. Motion prevailed.

Representative Abeler moved the oral amendment to HF1114 as follows:
Delete article 5 of HF1114

Representative Abeler moved that HF1114 be recommended to pass as amended and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

Representative Loeffler moved that HF1125 (Loeffler) Violence prevention education program changes made for school districts, prevention of sexual violence work group established, grants established, and money appropriated, be recommended to pass and re-referred to the Health and Human Services Finance Committee.

Representative Loeffler moved that amendment HF1125.

Chair Liebling allowed time for member questions and answers.

Representative Loeffler renewed her motion that HF1125 be recommended to pass as amended and re-referred to the Health and Human Services Finance Committee. Motion prevailed.

The Committee recessed at 11:58 AM.

The Committee reconvened at 5:51 PM.

Chair Liebling moved that HF848 (Hortman) Original birth records and other adoption-related information provisions modified, be recommended to pass and re-referred to the Civil Law Committee.

Chair Liebling moved that amendment HF848.
